The argument against eugenics is that you'd ultimately be granting the government the authority to play god with people's lives. Your idea of what's "desirable" may in fact be viewed as "undesirable" in the eyes of the government. The act of "improving" the human race could be very subjective depending on who is in charge.

I've been saying this for year now.
Africans could actually have an advanced society if they actually accepted the reality of race and iq and applied a strong eugenics program so that their average iq will rise.

It depends on the form. Aside from the moral and ethical dilemma of it, negative eugenics tends to have the unintended consequence of breeding the best of the worst. So when you go to round up the undesirables you get the unprotected, dumbest, weakest of the bunch. The exception in negative eugenics might be for example Gladiatorial competitions where the best fighters continue on and reproduce. Positive eugenics is still widely practiced but it's not called by that name. There are tons of small things societies implement that tend to favor certain attributes in the population. Organized religions are a good example. Those who participate, follow and obey are recognized and helped more by the group thus giving them a potential boost in passing on their traits.
