The fact that the airbag didn't deploy could add credence to the fact that he applied the brakes just before the impact. Perhaps it was a slow enough impact that it didn't register? I am not a mechanic unfortunately, but if you look at the footage, he does slow down considerably before his car hits the stationary one in front.
