I live in a southern californian touristy beach town and our hobos come in 3 flavors with about equal percent of each.

1. Traveling hippie/crusty kids. Usually white 20 year olds with dreads and instruments and really nice backpacks.

2. Fuckups. Drugs, or just "bad luck" that they just can't get it together and have zero safety nets from their friends and family.

3. Crazy. The ones with legit cognitive problems, talk to themselves, etc.

Make begging and sleeping on the street illegal. Don't allow them to set up camp anywhere within 10 miles of the city and constantly ship them outside the borders.
At the same time offer them a program that will give them housing, deals with their mental illnesses and allows them to enter the normal life again, but demand that they stop drinking, smoking and using drugs.
They'll either accept the programs or always get shipped 10 miles away from the city when they're encountered by authorities.
Before too long they'd either get into the programs or disappear from the public eye and start a community far away from everyone.
My money is on the first option, since they need to leech off cities to survive. If not, well who gives a shit because no one sees them.

Have orginzations that help them with emotional issues and give them esotericism and hermeticism and instruct them that they have control of their life with this inner mind study.

This knowledge goes beyond the real world the physical world and the knowledge of this can answer after life ghosts entities past lives true lineage of people.

If inside city limits they must wear a costumed character suit at all times. Disney can pay them minimum wage to pick up trash and rake leaves and shit. At dark they must report to their training/lodging area for showers, meds, etc. Violating the program 2x sends them to the mines.

We should bring back state run asylums. There was a really nice one here in Washington. It was a 1000 acre farm so all the crazy people grew all their food and sold the rest to upkeep the asylum.
