Azura is a cunt, does nothing when the Subhuman lizardpeople invade Morrowind, does nothing to stop Baar Dau from crashing back to Nirn and destroying Vivec city, does nothing to prevent the Eruption at Red Mountain, does nothing as the Dunmer are effectively wiped out. She was a false god to the Dunmer and every action she ever took made them worse off.

The Tribunal were little better, they broke every promise they ever made, did nothing to prevent the Empire from invading, even though they had immortality, divine power, the Heart of Lorkhan and the Anumidium, and instead used the Empire to shore up their borders so they could send ordinators to enforce their own worship and leeched off the Heart of Lorkhan endlessly despite all of the suffering occuring around them, they could've shared even a small hint of the power they had and simply chose not to. Vivec sat around writing poetry, Almalexia stayed indoors and fucked all her guards and Sotha Sil just ran off to an artificially created pocket dimension and hid from the world.

Dagoth Ur on the other hand literally shared the power he gained from the Heart of Lorkhan with his followers, which granted not only himself but the followers as well immortality, he spread the Divine Disease(Corprus), which according to the foremost expect on Corprus Divayth Fyr, wasn't actually a disease at all but an extremely powerful divine blessing that the weak couldn't resist, thus making the Dunmer overall much stronger, he wanted to tear down the false tribunal, kick the N'wahs out of Morrowind, rebirth the Dunmer race through the power of the Heart and combat the evils of the world like the Daedra.

Who is really the bad guy, who has the poor motivations? Dagoth Ur is literally the hero of the story and because of that I'll probably never be able to play the game again.
