Socialism can never be anything other than corruption, such a massive concentration of power draws in the worst of the worst. Incompetence is also inevitable, it is impossible for a group of humans to know how to efficiently run a large complex economy in an optimal way, especially without a functioning price system. There simply isn't enough information available to centrally make those decisions, and no market corrections when the wrong decision is made.

Abuse of government power for personal interest is corruption no matter who practices it. It's worse under socialist and communist governments because common people have much less recourse under restrictive systems of government/economics and criticisms of governement malfeasance are often treated as attacks on the State itself with predictably harsh results. Government corruption is a particularly worrying because the state rarely abides competition for its services. Your corruption is just capitalism as usual would be more meaningful if socialism could exist without it.
