How does this not defeat the whole purpose? Putting aside whether regularing porn (or preventing children from watching it) is a good idea, requiring a credit card number was something pretty hard to circumvent, besides straight up buying a VPN (VPN license when?). Of course it's very insecure, but at least accomplishes their goal. Now children can just ask the local bum to buy it for them, like with alcohol.

Stopping porn would be great but this won't do that at all, maybe the opposite. How will they enforce this on my porn site in Uzbekistan? I would assume that each ID code is different (even if tied to the same identity) and the old ones get disabled when you get a new one. And if you share your active one, porn sites are probably required to detect odd usage patterns (concurrent use from too many different sources) and disable it. Even if they get this right, I don't think it's going to be enough to make much a difference though. Seems more like it's just to pander to their conservative voting base who won't even realize that this doesn't work and to get people more used to more government control over the Internet.
