According to the CIA, Croatia's total fertility rate was very close to 2 in 2001 (1.94 in fact) and dropped massively to 1.39 in 2004. Did something happen during those years?

2003 was officially the ending of Yugoslavia, which at that point only consisted of Serbia and Montenegro.
Various nations around the world didn't recognize the independence of Croatia until that point, and likely logged the birthrates of all of Yugoslavia.

That makes sense, although Macedonia was at 1.79 and Slovenia was at 1.28 in 2001, there is no data for Serbia, Montenegro or Serbia and Montenegro prior to 2009.
