If planned, it's not unlikely it was anticipated to traumatize and scare a good number of people. And was probably meant to be even much bigger than it was.

They sure got him to repeat it a lot. I don't think they depended pol for this with the extensive media assets available and I wouldn't intentionally ascribe that much flourish and cunning to them. They could have just lampooned him on SNL for weeks on end. It's more likely the operation was compromised and pol was simply the (only?) outside entity to pick up on the novelty of eric's words.
