Yes it did. He acknowledged she did things that are crimes (storing classified government info and conducting state department business on private servers is illegal in the literal sense), but without calling them crimes. His original draft of her exoneration letter (written months before he even interviewed her) even used the term "grossly negligent" (technically a crime) before Peter Strzok changed it to "extremely careless" which sounds like a harsh criticism but isn't a crime - and is therefore letting her get away with it. It's not my fault or anyone else's that you're not acquainted with the relevant reality.
