Because Big Pharma and Big Tobacco are still trying to figure out all the kinks involved with mass production. Also, they're trying to figure out how to eliminate competition from street dealers, whose stuff will not only be stronger and purer, but cheaper too

Why couldn't these billion dollar companies just start growing weed and push out the competition?
