I've wondered for a while why there isn't just some app people can use to report potholes and two guys can just show up the same day with some asphalt to fill it in. Road repairs take so so long to happen.

With a competitive workforce no longer suckling on the government contract teat it would be easy for the average joe to hire an asphalting company to fix things like this.

Why would the average joe pay for that? Everyone would just assume that someone else will pay for it, which theoretically means that no one would ever pay for it. It's the free rider problem.

most cities have so many regulatory hoops they have to jump through before they're even allowed to send somebody out to look at the hole, lots of times it doesn't seem worth it to the city, even though to the people its a nightmare.

Why should some people pay directly for road use when everybody benefits from infrastructure. Even if you dont directly use roads do you really think that the mall just delivers itself?

You're willing to bet that there's a good samaritan for every single pothole in every single city? What about in poor neighborhoods? Which poor person is going to pay for the pothole down the street? Also the pothole will never be a MAJOR problem to any individual person. It's a MINOR problem to a large number of people.

Not true, libertarians believe in limited government, not anarchy. According to them, government exists to protect its people, enforce private property laws and contracts, and provide things that the free market has a hard time providing, such as roads.

The golden law of economics says that if it brings profit it's worth to do. That's why lowering the time preference and increasing trust and decreasing crime and stable law is key to economic prosperity.

Ads could easily pay for all maintenance plus a healthy profit. Nevermind owning the road+adjacent land and renting the land to other businesses. Plenty of business models without tolls.

I think I see it: the fuel surcharge goes to the private fuel company, not whoever is paying for the road maintenance, and there's no guarantee they'd pay the maintenance company? If that's not it, please enlighten me.

Well not what I thought of. The problem is that you tried to think of a solution different to the problem.
The problem - people using roads don't have to pay directly for the use, they only do it through other taxes. Your fix would be a direct tax from fuel to serve an infrastructure program. The problem is it would basically make the poor directly subsidize rich people in electric cars or other non-fuel vehicles, such as bicycles ( which would just turn out to be a redistribution program with no direct target ) .
My fix is just privatise the roads and let every road find a solution suitable for itself.
Some roads will be free, some will be toll roads like highways because it's very efficient for them.
Cities have a motivation to keep their roads in good shape, neigbourhoods too, like kid safety, aesthetics exc.
Some roads would be toll roads, some are free, some are paid for by groups of people, some by companies. Why would some roads be free? For example a market district with dozens of shops.
But then you subsidize it. What's the difference between a good economist and a bad economist? A good economist notices that which is not seen.
What is not seen? That if you solely focus on roads while ignoring other things, let's say 1m$, that 1m$ could have went to more profitable investments, more needed for society.
Private property market system works best, because people know what is best to them and since resources are scarce, only the most effective people at allocating them win.
Just MacPrivatise it man.
