I've spent a lot of time in Wisconsin. The rural areas you speak of are majority white, yes, but closer to 56% than 99%. They are dirt poor for the most part, severe alcoholics, obese, unemployed, and basically just as bad as blacks. There are also lots of mexicans and Natives in rural areas, which are honestly the worst traits of blacks and mexicans combined. But sure, if you want to talk about a "rural-living", retired college professor with a 2 acre lot, 20 mins outside Madison, it's white as can be.
