The law is just government bureaucracy using "everyone's vote matters just as much" as justification and violence as means of action.
Sex before marriage was effectively curbed down, not entirely but very significantly purely through traditions and patriarchal authority.
Fathers knew it was bad, and made sure their daughters didn't do it, mothers obeyed.
