It's been misread. More specifically, it was misread by the ACLU, who brought it to the spotlight because they went on a tirade over it. It doesn't prohibit a citizen from doing anything (note in next few sentence). It prohibits companies from joining boycotts against any US ally, not just Israel. Executives of those companies can also be held accountable. That's how it's been since 1977. The CHANGE to the law (that's what is happening, it's not a new law) would outlaw the same exact thing (ie: companies only) for any protests against the UN.
