Except they haven't banned it, you can tell your ISP (and therefore the government) you want porn, or now you may be able to get a porn loicense from your newsagent. The porn filter is also easy to circumvent. The problem with internet filters is they can easily be expanded to block "hate" speech and anything else the government doesn't like.

What it is is that in the 90s before the internet was a thing the government could restrict porn to sex shops and there were laws restricting the stuff you could buy in sex shops to basically vanilla sex only. These vids had a special certificate called 18R (18 restricted distribution) and the government were planning to tax this and mucky mags like Razzle and Mayfair in the same way they taxed cigarettes. It was all part of a government plan called "back to basics".
Then 2 things happened to throw a spanner in the works, the internet finally taking off in about 1998-2000 and losing the election to new labour.
The Tory governments plans to tax porn were kicked into the long grass.
