it just means home depot cannot sell shower heads that allow more than 1.8GPM. this is mainly more work for the shower head manufactures like Moen which means they now have to go build a special water restrictor that only allows 1.8gpm specifically for shower heads that are shipped to california. which people will just take a screwdriver and pop out anyway to get unrestricted flow. which is the little peice of plastic pictured.
nationwide the limit is at 2.5GPM and there's nothing stopping californians from just buying a 2.5 model on amazon and having it shipped. not that it matters, because again. you can just pop out the water restrictor with a knife or something.

Yes but in California there is a very limited amount of water with a huge population and a very large farming industry, rather than cut back on farming they simply force their population to cut their water usage, but its getting to the point where now where not watering your lawn or not filling your pool won't solve the issue, so more cuts will have to be made to civilian usage of water to keep the farming industry alive.

ackshully, that varies with quite a few drier states. states that share water resources with other states (CO, AZ, NV, CA, NM, i think TX) dont allow collecting rainwater because they bank the water and allocate it later. western water law was made out of necessity.

well those aerators also remove most of the free chlorine residuals when it leaves the pipes. fun fact, if you pour water from one glass to the other a couple times (making sure to aerate/splash), it volatilizes practically all chlorine
