Hitler was already but he still needed a lot of practice. His reluctance to draw people is also quite telling about his skills as an artist. Complacency is the death of creativity and you always have to leave your comfort zone and expand your horizons to be able to improve.

I’ve seen professional realist painters, who both sell artwork and do commercial work, who cannot paint as well as Hitler.
There are also works by painters in various national galleries that is not as good as Hitler’s work, and this includes work from the Burgundian renaissance period.
Hitler may never have been a “Great” painter, but he could have been a decent “Good” painter or artist, or commercial artist.
Also, there are plenty of socially inept artists. They just need to find the right agent, dealer, or circle of friends.

I was a science major but had to take some art classes in college to fulfill my bullshit humanities requirements. The ancient art classes were actually very interesting. The modern art classes were trash, and the professor was a smug fat feminist. I learned to appreciate it as a commentary on society, but yes, it isnt art, and anyone who unironically thinks it is and isnt just trying to be subversive is a fucking moron.
