It also needed to be different from the enslavement that Whites were undergoing at the time (mostly the ruthless manipulation of the democratic system, the tendency to focus on personal liberty rather than group identity, and the abuse of supposed guilt), because none of these would have worked on Blacks at the time (they had no relevant democratic power, had a much stronger focus on group identity and had no overbearing guilt-complex like Whites). So, the new plantation plan for Blacks focused on 3 other factors: ever-increasing welfare systems to keep them in line politically, the creation of an artificial culture (gangster rap/thug culture) to subvert any possible forming of an organic black culture (such as Jazz music) and the mass-scale distribution of drugs.
