It's arguable. If we count Poland as eastern European country then there was a period of time when a part of eastern Europe wasn't a shithole. Poland had the biggest army in 14 century and our nobility was among the richest. But yeah geographically we're more in the middle of Europe and even our culture isn't eastern.

Central-Eastern Europe like Poland and Czechia/Bohemia have always been an archetypical Medieval-Renaissance society. Poland at one point was one of the most powerful and influential Nations in Europe itself, only stagnating after internal conflicts between the Nobility and the Sejm (Parliament).

The biggest problems for Eastern European powers was their size. Lets take the two biggest and most notable Empires - The Russian Empire and the Polish-Lithuanian Commonwealth.
Unlike the smaller, highly condensed, industrialized and centralized Nations of Western Europe; Poland and Russia were huge and sparsely populated. making it impossible for institutions to spread outside of big cities. the Polish region of the Commonwealth was equal to that of The collective Germany or France. Similarly to the PLC, Russian citites like Novgorod, Moscow and St. Petersburg were also your typical renaissance cities.

As for the Communist argument, It is intellectually dishonest to say "Communism was 30 years ago, why havent u recovered." when the years spent under communism was the time that was crucial to the development of the Nation. During that time, Poland (as well as most other Warsaw Pact Nations) had their resources stolen by the USSR in order to rebuild Russian cities. Entire towns were deconstructed brick-by-brick for the rebuilding of Stalingrad, Warsaw, Kursk, Smolensk and other cities. Not only that, since companies cannot form under communism, Poland had no way of developing a modern Capitalist economy and when the Berlin wall fell, Poland opened its arms to modern Capitalism. Countries like West Germany and France used that and exploited the Polish potential to their own needs.

You can see the effects of it now; most big 'Polish' companies are just a branch of a larger French or German one. This is simply because France and Germany had many years to set up their economy while Poland and other Eastern Bloc had no choice in that matter since Communism
