Seems to me the corruption problem is so deeply entrenched you would need to purge the entire political class and rewrite the constitution. Since the leadership would never agree to this legally, the only way to do it is by force. But then the question is who has the right to carry it out? The generals would have to invent a right to it if they staged a coup, or the population would have to find new leaders and back a peasant revolt. Both not good options.
