You can't just buy similar electronic parts off the shelf, put it all together, strap on some explosives and a rocket, and all it a Tomahawk. The US Navy would never accept that because you can't prove that all of those parts came from trusted suppliers/distributors. You can't prove, if any were originally produced overseas, that they don't have hidden backdoors in them. You can't prove they weren't tampered with. You can't prove that they'll withstand the rigors of being launched off ship or aircraft.
I take that back... You could prove those things, but then you're back up to the $12m each price tag.
U.S. military equipment has requirements that regular businesses and consumers do not, for both security and reliability. They may be expensive, but I'd much rather go to war with U.S. produced equipment than Russian/Chinese produced.

What I dont get is why western-European militaries with their $20-$40 billion range budgets are not able to project power for those large budgets. For instance Germany cant call up more than 5 of their Eurocopter attack-helicopters, Spain had to scrap their older aircraft carrier, France is arguably the best prepared of all yet still had to rely on American logistic and transport support for their recent African interventions (by no means a large distance compared to other campaigns).
Meanwhile you had over 10,000 Cuban troops sent to southern Africa in Angola with jets and artillery and autonomous from Soviet influence or reliance on logistic/transport support. Are modern weapon systems simply so expensive and reliant on maintenance due to their complexity? You had the Canadians make a big deal on how it was a logistical feat for them to transport a handful of leopards to Afghanistan.
