Corporate will have to respond to every one, and they forward them to the store managers, too. It will put pressure on them if they know that the stores are dirty, dangerous, full of crazies or junkies or whatever things drive customers away. But if they address those things, they'll look like hypocrites now for going back on their word and if they don't address all of the complaints, they'll lose paying customers. It keeps pressure on them from both sides to complain.
