Unlike Europeans and Asians they could live from the hand in their mouth. The African environment never required them to prepare for harsh winters by rationing food or building a shelter. There was never a necessity for them to think about the future.

Yes, they count.
Many languages don't have Indo-European style tenses and are still legitimate, for example Japanese has 2 tenses - past and present-future.
Another example is Biblical Hebrew, which had no tenses at all - active participle signified present, for past they used perfect and for future imperfect.
Not conveying abstract concept also doesn't make a language invalid. Again, Biblical Hebrew had no word for "history". They used "deeds of x", " "days of x", "things that x said and did" or "book of x".

However, let's think positevely. Author notices that African Americans have higher IQ on average than Africans, and African Americans living in "ghettos" tend to have lower IQ than African Americans in normal neighbourhoods, so this depends on upbringing.
Also campaigns like No Means No in Kenya show that teaching about importance of consent is indeed succesful in decreasing rape rate.
So, maybe in one day cruelties and rapes desribed in this text will become thing of the past...
