Libya’s rival leaders are meeting in Paris to agree on a political roadmap, including elections, in an effort to bring order to the country’s chaos, AP reports. Representatives of 20 countries, including Libya’s neighbors, regional and European powers, the US and international organizations were expected on Tuesday at the Elysee Palace. The UN-backed conference aims to secure parliamentary and presidential elections in the North African country, if possible by the end of 2018. The French president’s office said Libyan leaders have agreed in principle to a non-binding accord. Libya is split between rival governments in the east and west, each backed by an array of militias.

Taher al-Sonni tweeted that four parties gathered at the talks had also agreed on finalizing a constitutional base for elections by September 16. The Paris meeting included eastern-based commander Khalifa Haftar, Tripoli PM Seraj, and the leaders of rival parliamentary assemblies. The gathering aims to urge them to agree to general principles for ending Libya’s crisis and moving towards elections. A draft document prepared ahead of the meeting includes the call for the immediate unification of the central bank and a commitment to support the creation of a national army, Reuters reported.
A number of explosions have been reported, as rocket alert sirens awoke residents of the Israeli communities next to the Gaza border on Tuesday morning. Afghan forces mistakenly killed nine people, most of them civilians, during a raid on a house in eastern Nangarhar province, which has been a base for Islamic State (IS, formerly ISIS) and other militants, officials said on Tuesday. The raid took place late on Monday night in Chaparhar district. Eight other civilians were also wounded, Provincial Governor Hayatullah Hayat said, adding that a local police commander was among the dead.
