After ww2, Brazil elected a president who investerd 100% into roads and nothing into railways. To this day, the brazilian train lines are very underdeveloped, so most of the cargo that's moved around the country is done by truck (or by plane - there simpy are NO railways around). That's why they have so much power, since the government can't deal with this my putting stuff on trains and shit.
