Central Europeans are generally pretty good at English. It has to do partly with the fact that media (video games, movies, TV shows, etc) they receive are largely in English. And not every movie, tv show, game is going to get a Polish, Czech, etc. translation. But the same is not true for, say, German or French. It's more exposure, basically.
