As best I can tell the evidence that Apollo 14 and on made it to the moon is incontrovertible. But there's no reason 11 and 12 couldn't have been faked.
Best theory to explain all the data: the Apollo project was a legit attempt to get to the Moon, but it wasn't ready in time to beat the Russians. A fake mission (maybe two) were performed along with a fake landing and moonwalk in order to "cross the finish line" first.
It's possible the first legit attempt was Apollo 13, while Apollo 14 was the first successful mission.

I always thought that 11 was successful, but due to the equipment we were using caused our footage to be whited out (we were still using film, and did not realize what exposure to direct sunlight would do to it.) So we did it, then faked the footage to provide proof.

Because being beaten to the moon by the Soviets would have been a national embarrassment, one that would have made communism look strong and capitalism look weak. It was the cold war: almost anything could have been justified under that mentality.

Simply put, it would be embarrassing. And it's possible that any evidence of it is destroyed: why wouldn't it be? There's not likely to be some file labeled "How we faked the moon landing" that gets slapped down on an incoming President's desk. New government officials might be entirely unable to learn the truth, as in the dark about it as we are. Most of the politicians and scientists on the project are dead, really all that would be left are the astronauts themselves, the people for whom the fake would have been most embarrassing.

The only correct answer in this thread. They needed tons of money to develop missiles with intercontinental range, so they faked a series of Moon missions with a few million dollars and actually spent the billions on the classified missile research.
