The 1st Reich reached its peak during the Hohenstaufen's, but it was never that centralized or that strong. The best, richest, and most advanced parts of the "First Reich" were the North Italian city states and the Free Imperial German cities which were basically independent.

The 2nd Reich didn't last that long, but was on about the same level as the 3rd Reich in terms of success.
