I think it's mainly the owners. There is a killer instinct in all dogs but pitbulls are more towards the surface because of many decades of breeding dog/ animal aggression for bullbaiting and dogfights.
I tried breaking up a dogfight where the pit had another by throat and punched in the head full force - breaking my thumb.It was like punching a concrete wall.I followed up with a kick to the ribs and it finally let and looked at me with those puppy eyes and tail between its legs.

If you can somehow choke it then you better not fucking let go, and that's assuming a) you are tough enough and quick enough to grab it there after it attacks you and b) you have vice grip like strength, because it's going to fucking kill you if you let go.
Your best bet is to go for it's eyes, but if you blind it, it's going to run in any direction attacking any living being it can detect because it's angry and confused.
Apparently, breaking it's nose will deter it from fighting since they respect force and it can't use it's powerful bite while it's nose it's broken, it would be too painful.
And if you have any thick coats, if you can, wrap it around one arm and offer it to the dog to buy some time.
