The German leadership currently weak. The coalition that is the government is shaky at best. They are basically letting AfD take issues from underneath them. Even if they wanted to chimp out they couldn't, no public support.
Forcing a harsh refugee policy, talking for a common EU border force and funding could have saved the Union, but EU itself is currently run by left-wing never worked a day technocrats. They are seriously more interested in the shape of cucumbers than real reform benefiting the peoples in the Union.

There is no real external threat to Germany. It runs the EU from its center. I bet that military is bored out its fucking most the time.
