that's actually wrong, irradiated and contaminated water from the reactors managed to infiltrate the nearby aquifers, contaminating pretty much a lot of groundwater
there is no real idea how big are those aquifers, and eco scientists projected the size to be quite vast, with many links and connections through the whole of japan
this and the ocean leakage were the only reasons fukushima is considered a nuclear disaster the size of chernobyl's
most of the irradiated water that was salvaged\gathered from accessible sources was stocked away in those containers, and it's awaiting a purification process, through it won't be as effective as sewage and it will take a while
the soil contamination is a quite different concept, japan ain't waiting 50 hours for the plants and animals to die off and let everything start again, that's why the cleaning procedures are extremely intensive, compared to the USSR efforts back in the late 80s
