They are suggesting that 18 year olds and older can buy porn passes with their name on it, as a permit for viewing adult content online. You would have to prove your age on legal porn sites. Illegal sites would not be affected but they are tried to be censored anyway.
It is called "Digital Economy Act for Decency (DEAD) 2017" and it was approved in December 2017. The law is already in effect but what is not decided is how the "porn passport" will eventually end up to be manifested IRL. THERE WILL BE porn regulation but we dont know yet how bad it will be.
The idea behind this was first and foremost to prevent underaged citizens to view porn.

All porn sites are required to install proper age verification or get a huge fine. they originally wanted people to give their details to the site operators as the verification but people went mental.
So instead your ISP now has a method of labelling you approved/not approved which sites can then use as verification to grant access.
