Anyone can do it, just takes practice. It wasn't his speaking style that won people over, it was the message behind it. He spoke to what Germans were feeling.

However, you can train to be a good public speaker.

The most important trait of a politician is to come across as genuine, passionate, and passing authentic information. Hitler realized this and acted accordingly. The reason the alt-right gains no ground ever is because they would rather shitpost and complain on podcasts than appeal to the masses. They don't appeal to the masses because they have no codified agenda or morality, and are effectively just as much a mob as Antifa.
If you wanted to speak as Hitler did, you'd speak with passion and pass objectively true information to the audience. The mere presence of a teleprompter would invalidate your authenticity. Trump understood this concept, which is why he avoided a teleprompter until after he became president.
