Steam has been in a perpetual state of very slowly relaxing its content guidelines/restrictions, and had basically already arrived at the point of accepting hardcore porn (with the caveat that they had to be sold through Steam as a censored version, and only de-censored through a patch hosted outside of Steam). The recent 'anime titty apocalypse' drama was the big surprising backslide, which it's seeming increasingly clear was either total bullshit psyop 'new coke' event, or a genuine case of a rogue employee/clique within Valve.
Valve was never going to go much longer without letting porn onto their service. They are the provider of multiple technologies HUGELY relevant to porn (SFM and VR). SFM is essentially just for porn. I'm sure Gaben has been SEETHING about having to let that money just slip by ungrabbed.

They ran their own little custom brew websites and barely went into politics if ever. I was listening to some video games podcasts. I heard some speculation that some of the censorship or dropping of games on Steam in the pasts month possibly was to do with a deal with their new app on Apple phones and Apple being dicks. Maybe they got too much flack and decided it wasn't worth it to pander to the censorship levels of Apple and piss off the users they have.
