Public Debt = Government Spending - Taxation + Interest
The Public Debit is owed to the issuer of the currency. The Canadian Government. Bank of Canada specifically. Unless Canada forces austerity on Ontario the way the Eurozone forced austerity on Greece, Spain, Portugal, Italy, Ireland, etc. there is no actual debt that needs to be repaid. And the Canadian government's own debt is really not a real debt at all because Canada controls their own monetary supply.
Does this mean that you should just run deficits without abandon? No. Because deficit spending can lead to inflation.
You ever wonder why the price of everything is going up so much in Ontario? The public debt. All that excess government spending is going somewhere. And it mostly ended up in the hands of rich people. The 1% has enjoyed huge income growth since 1979 while the middle and lower classes have stagnated. The government offers low-interest rate loans to rich people to speculate on Canada's real estate and stock market. That is exactly where all that big government spending went.
If you really believe that the Conservative Government is going to stop this gravy train for speculators on Bay Street and the GTHA's real estate market, you are sadly mistaken. They will cut services for the ordinary folk. The wealthy speculators will continue to get their cheap loans.

Also I'm not saying that deficit spending is necessarily a good idea. But freaking out over the accumulated debt to this point is irrelevant. With the way that macroeconomics works, the damage has already been done for the most part (inflation). And Canada isn't going to make Ontario pay them back. Not even the Eurozone expects Greece to pay them back. The Eurozone just doesn't want Greece to spend so recklessly anymore. Canada might force Ontario to budget within a certain deficit-to-gdp ratio going forward. But not even the Harper government made such demands of Ontario after all those years. Ontario doesn't have to actually pay anyone back. That's how it works with micro-economics but not macro-economics when you control your own monetary supply (in this case, Canada does).
If you are going to run a deficit, it has to be a worthy investment though. There is a ton of waste in government.
I was looking forward to universal dental care and pharmacare in Ontario. Dentists charge a lot of money for dental work. I'm self-employed so I have to pay for my own private health insurance. It's expensive. So I pay dental out of pocket and it's expensive. And pharmaceutical drugs can be expensive too. Luckily I haven't been sick much yet. I am low T so they prescribed me some testosterone. I was so sick of paying out of pocket for testosterone that I stopped taking that shit. So thanks to the lack of universal pharmacare, I am a low-T s-o-y boy. If you don't want me to be a s-o-y boy, then you will support universal pharmacare so that I can get my free testosterone. heh.
