What they're imagining is done kind of AI that can process the thousands of terabytes being uploaded to the internet every second and accept or reject media based on whether that media violates copyright.
The biggest hurdle is that fully cognitive human beings aren't good at this task either. So no computer system today could even approach it. YouTube's cp algorithm is about the closest you can get and it's so bad at it's job that it basically never gets it right. That's why they're pushing for the user driven tools now. Their system seems only capable of blocking the wrong content.
