Both had unfortunately somewhat questionable economic systems. Italy suffered from low growth which left it behind other western nations and germany took massive amounts of debt. Franco on the other hand adopted soviet style economics and was extremely successfull, it seems like national state capitalism, or you could even call it dengism is the most effective system.
It is however worth noting that after franco spain went to shit so it does seem like no fascist system has managed to develop a functioning system of succession, another point for dengism.

Germany was literally dismantled and sentenced to never again be a great power. They tried everything to cripple every aspect of life in Germany, yet still they managed to steamroll the entirety of Europe with their industry which was built up in a few decades, because the party and the people were competent, worked hard and never gave up.
Contrast Italy, who betrayed the central powers in WW1 and somehow achieved to stay far behind german infrastucture, engineering or strategy and embarrass themselves all over again.
