What happens is that most of this money goes to subsidizing athletics (our nogs beat your nogs!) or to growing the administration. Many people are forced to get a degree for jobs that wouldn't require one thanks to Griggs v. Duke Power, which bans things like intelligence testing for jobs, as the nogs scored too poorly. So we use degrees as a proxy, except the nogs can't get degrees either, so we invent fake majors for them to study, and don't make them take the SAT to get into NYU apparently!
