This, and this is the only reason they are suggesting the three state solution...they control how the lines are gerrymandered to create 3 perma blue states and nothing changes other than california having more power politically.
San francisco to sandiego should be its own state with the valley and high desert being its own 2nd state, finally jefferson needs to be a state without sacramento. The liberal politicians will NEVER allow the creation of a red state, so any state supported solution will only involve the creation of more blue states and more seats for the DNC, who cannot win on policy.

You need a ratification from Congress to add new states. The California you see today was created and added to the Union by the Congress of 1849.
To add the states that were Balkanized in 2018-2019 the other 49 states of the Union have to vote the 2-3 new states in.
