I got back from 6 months in Cancun last week. I rented a little apartment near the soccer/futbol stadium. I can answer your questions OP. Also the hotel zone is perfectly fine, it's off to the side and some people never even make it into the city.

Real answer here. I've been to both Cancun and Cabo many times. A perk of my job is being flown to tourist cities all over the world. I'm a white American and those two destinations are the most vanilla, safe, benign you can get ANYWHERE, that's including the US. The whole city is practically a gated community for tourists. Some bars are whiter than a West Virginia Klan biker dive. Everyone in the city depends on tourism so every citizen runs an extremely tight ship. I love it every time I get sent there. Relax, the whole country isn't Sicario. Do yourself a favor and grow some balls and go have fun instead of being afraid of everything.
