It was clear from the beginning it was not a missile. There is no exhaust trail. The light beam is not lined up with the object correctly. The photo very clearly shows a seagull.

the guy who owns the camera says it has a 3 second shutter speed, and that's not nearly enough for that helicopter even at full speed to make that kind of light-trail

You will notice that there is an error with the tracking of the low flying helicopter that makes it freeze on the screen momentarily and Flightradar24 even notes this automatically. Then the chopper seems to dash across the channel at unbelievable high speed. This is an anomaly with the tracking, and in reality, the helicopter made its way across the channel at normal speed (around 115 knots at 2,000 feet) right around the time the photo was snapped and exactly where the streak is shown.
With this revelation in mind, the explanation of what you are seeing in the image is the helicopter moving away from the camera towards NAS Whidbey Island, just as it was tracked in the moments after the photo was taken.

You can't see Mt Baker in the pic, but it's to the right of the missile track. Using the location of CAM2 (which recorded the launch) and the direction it faced it had be in that area which east of the island. If it launched from west of the island the direction would be NNW. We determined the direction was NNE from the CAM2 location so it would have to be Skagit Bay or Saratoga Passage.
Perhaps someone can identify these stars and cross reference

That said, the search light had no reason to be on (and it's probably a lie that it was), and at 115 knots a helicopter wouldn't create such a long light-trail. But a rocket would.

So I did my best to track down the location of where the photo was taken in google maps. I think I found a pretty good match. Based upon that, I traced a straight line down to the horizon, and another down to where it appeared the trail lead from. Using those as guides, I calculated it and came up with the directions and bearings on google maps overhead view. With that, I stretched it all the way out where there was water on the bigger map view.
Surprisingly (sarcasm), there was plenty of channels where a sub could pop in and out. Now look yourself at that map on google earth, and see if any of those areas are somewhat secluded. There are plenty of hiding places for a sub in a relatively secluded area.

Something that they hear all the time? Now add in the time of morning that this was taken. How many people were awake at that time? Given that nearly all commercial ships have AIS tracking, you can figure out which ships have travelled in the area.
If you can find AIS data from the area from june 09 to june 10, then you can correlate it with the camera timestamps.

I’ve been into photography for years (I’m not the best) but I can’t imagine any kind of helicopter forming that light ray, first off there is no exhaust gases from a helicopter. Secondly the “helicopter” in question is flying upwards and not left to right (which isn’t something to note about because helicopter can fly vertical but when put into perspective) it’s most definitely a rocket.

Helicopters have strobing lights, meaning you would see a pattern of bright spots on the path. It would not be a steady, consistent stream. Especially as the pilot picked up speed towards the bottom. You would see a pattern emerge. There is no pattern. The light stays constant. And the biggest kicker? THE LIGHT IS YELLOW check the FAA regulations for helicopters and see what colors are authorized.
Second piece. This is not an airplane. This does not have wings. Zoom in yourself. Play with it, and try to find evidence of wings. Wings are not small, and they do not just disappear, they have to be wide enough to help generate lift. There is no evidence for wings.
Also, try to find a modern day, passenger airplane that has one contrail. Seriously, try it. At extreme distances, it can appear as one, but if you zoom in, you can clearly see the formation of, at a minimum of, two contrails. And contrails do not shove up the ass of the airplane, they form a slight distance behind as the hot air cools and condenses. THIS IS ONE CONTRAIL
