I would still allow the traditional route as there is one prob with eugenics and such ... could as well create a too uniform population which may look 'perfect' but then is accidentially very susceptible to changing environment or maybe some new disease. Would make the in-vitro eugenics up to everyone's own choice ... many people will sure use it to give their progeny an edge from the start. Smarter, stronger, more healthy etc ... and sure some 'naturalists' will instead prefer the classical approach. Only question would be which traits or what percentage of non-kin genes would excempt from being allowed to reproduce inside the ethnostate ... that would have to be determined. Still not sure on actual criteria. Eugenics might at least 'redeem' the genetics of those halfway outside your frame of definition within the next generation.

I cannot really provide numbers from top of my head ... my idea, beyond a certain threshold of people endogamy is no problem as long as the initial stock is genetically healthy enough (founder mutations may be an issue). Complicated to explain in detail but when sperm or egg cells are produced they have to reduce down to single set of chromosomes (instead of diploid) ... random breaks in DNA string may be repaired by 'homologous recombination', taking the same sequence from the sister chromosome as a 'repair template' ... during this process some chromosomes may even break and recombine with their sister chromosome (that from your father with that from your mother). This can by pure chance repair damaged genes and generally shuffles gene variants around which are from the same chromosome. Mostly this process which prevents accumulation of deleterous alleles in a population (plus of course natural selection against those not really viable).

In fact, genetic tests on Icelanders have shown that fifth cousin is the most healthy genetic distance for a mate, as it keeps the health of having genetically similar parents without being too inbred. Yes, statistics approach with huge dataset will be the best start! Now it might be a bit ambiguous in regards to 'morals' but sure that health insurances will start to demand genetic data on their customers to better 'assess risks' and such bullcrap. Now this dataset would be a goldmine if accessable and I am sure such a thing will develop soon, sequencing has become cheap enough (only issue I see, current sequencing methods do not accurately pick up repeat numbers in repetitive gene elements and these are often crucial for gene regulation and may explain a lot of differences between individuals). From there you would still have to then functionally investigate promising candidate genes. Don't fully trust statistical approaches ;)

Yes, every dictatorship does turn sour after a while, being taken over by the 'wrong' people. It is an emergency measure ... even if surely flawed on its own, the old idea of the 'dictator' from the Roman republic to be only appointed limited for a time of crisis does look interesting to me as a start.
