Why doesn't the US just draft an Internet bill of rights that undermines/contradicts article 13? You could add a provision that prohibits taxes from being levied on free content and allow users to ignore any such taxes like that which they come across.

Article 13 only affects those who plan to offer their service in the EU. So we might see heavily censored versions of services on Europe or companies that completely pull out of the european market. The latter of course continue to serve europeans via a VPN connection.
