California right now is under-represented in both electoral college votes and senators when compared to its population. This split (strategically putting San Francisco in the north) will be used to increase the overall number of senators and the overall number of electoral votes available to the democratic party.

California should be split into a Republican North and Democratic South, any other division just adds additional Democratic Senate seats and thus more free electoral votes in the electoral college for Democrats. But Democrats know a North/South dichotomy only benefits Republicans, so both sides are content to leave California be.
