Hebrew is a modern language, user. It's a conlang (constructed language). Hebrew is based in Phoenician and, even moreso Sanskrit.

Modern Hebrew only constructs words that didn't exist in the original Phoenician, like computer or autist. Modern Hebrew uses ancient Hebrew words whenever they are available. As such ancient Hebrew is fully understandable to speakers of modern Hebrew. Likewise, ancient Phoenician texts are fully comprehensible to a modern Hebrew speaker.

Hebrew wasn't spoken natively by anyone for thousands of years. Modern Hebrew is a reconstruction of what might have been based on what texts we have surviving. Those texts were written at different time periods, so don't reflect any one specific incarnation of the language, and written text generally leaves out a lot of info and has a different tone than spoken language.

So yes, Hebrew as it is spoken today was constructed consciously, and that included adding elements to it. Then enough to people began speaking it that children could acquire it, so that constructed language has become a natural language through a process not unlike creolization or home sign development. But it is not a creole in that it did not come from a pidgin. Rather, it's a thing that we don't have a word for because it's only happened a few times: a long extinct language that was reconstructed and "naturalized". Further, the metaphysical aspects of Hebrew, such as Gematria, are based completely in ancient Sanskrit.

The language Hebrew is called La-shon Ca-na-ani in the Bible or the Canaanite tongue. Th Ca-na-ani-m is what Phoenicians called themselves. Phoenician is a Greek word. They never called themselves Phoenician. Literally the Bible is saying Hebrew is Phoenician. And it is. There is not enough differences to even claim it's a dialect of Phoenician.

Phoenician is simply what classical Greeks called Canaanites. They considered the ancient Israelites and the ancient Judeans a type of Phoenician.

Phoenician nowadays usually refers to Canaanites from Tyre and Sidon and the surrounding regions in modern day Lebanon. The book of Joshua clearly designates this territory as under the Tribe of Asher.

Additionally, linguists group Hebrew and Punic together as mutually intelligible dialects of the same language, which they call Canaanite. They don't consider Punic and Hebrew to have diverged until the time of King Solomon. Punic being the language of the Carthaginians in 500 BC and Hebrew being the ritual and literary language of the Persian Judeans in 500 BC.

The Phoenician alphabet is also known as the Paleo-Hebrew alphabet. The only difference is that when texts from the Bible are discovered written in the Phoenician alphabet, then it's called Paleo-Hebrew. There is no difference.

Hebrew, the literary and ritual language of Babylonian exilic Jews, is written in the Aramaic alphabet. A literate Carthaginian would not have been able to read Hebrew for this reasons. However, the older books of the Bible were originally written in the Phoenician alphabet, as shown by the Dead Sea Scrolls. Hannibal Barca could have read and understand the copies of Genesis in the Dead Sea Scrolls easily.

Arabic is not a Northwest Semitic language - it split from Northwest Semitic before Aramaic and Hebrew diverged from each other. Syriac is a descendant language of Aramaic, but neither Aramaic nor Syriac are ancestors of Arabic.
