While I admit that the PNW is a liberal hell hole, and what you have labled as NWR is white, conservative, rural etc, the two zones are economically dependent. The NWR, while being a large agricultural area, actually depends on water from Cascadia. Cascadia(pacific cascadia) on the other hand can’t really feed itself. The DR of Cascadia would have the influence and strength to seize the NWR, or so I think.

A Mormon country wouldn't follow state borders, nor would a Hispanic one. Also the borders of the two Cascadian governments don't make much sense, especially with respect to BC. Why would Vancouver not be in the DR?
