I don't know what polling data might be available, but my sense from boomers on smaller-time talk radio is that there's a lot of receptivity to the legalization question both from the medical perspective (health care cost and effectiveness is a major consideration, and pot or just CBD is popular among physically and psychologically damaged vets), and from a desire to remove power from the cartels. It might not be as costly in the bible belt as one might think. Might depend for how many that's just "the last straw" or something, but if it's merely made in to a state by state decision process, which is exactly the right thing to do, then that's not quite the same as Trump waving declaring that there's going to be weed everywhere.

I'm not plugged in to that whole movement, but it seems to me as though an important component would be for whatever relevant lobby groups or whatever to propose a spectrum of sensible limitations for states that might not want to dive right in the way Colorado did. For instance, it's typically legal currently to produce X number of gallons of liquor in your home for personal use, and then you're not subject to the same kinds of laws and regulations as for personal use. So even if you just said you could have X number of plants in your garden for personal use, then that could be the kind of limitation that certain states might find more palatable.

Or, where I live, there are still to this day a whole bunch of bars right on the county line because the next count over used to by a "dry" county many years ago, so folks there would have to go hop the county line to go hang out at a bar. You will certainly get a scaling issue and the question about which regulatory level gets what rights - but that should be decided from state to state, I'm sure that the power networks on the regional and local level differ greatly from state to state. When it comes to standards of manufacturing guess that would be a question for the federal level that would fall into the FDA reign. Don't forget the whole "we don't have commercials but we're going to spend five minutes shilling the international megacorporations who donate to us for the tax deductions" bullshit. At least the ads on the classic rock station I usually listen to are mostly for local businesses.

The other side of it is the agricultural industry, which is yuge here in terms of farm subsidies at the federal level (and then that combines with UN Agenda federal and megacorporation land grabs). So if you were to unlease the possibility of using cannibas for it's many industrial uses at any substantial scale, then now you're going to have to deal with the farming issue at the federal level.

It's a delicate thing to unwind when you get to legalization and scale. The optimist in me would like to point out that farm subsidies have become distortionary and bad for the environment, so maybe if we're going to go through a phase of shaking up international trade relations and have to suffer through some arguably healthy market reorganization, then maybe this would be a good time to simultaneously explore whether and how we might want to allow industrial cannabis usage as a new growth industry, and possibly a market segment where the little guy can do the high-risk / high-reward / high-growth exploratory phase of the game.
