Well I think there should be an incentive for people to have smart children. People should be paid to have smart children/use sperm from superlative donors.
Ideally I think corporations should take over the family role completely, by making mothers employees, and paying them to birth and care for children or other's children. Corporations could build massive communities for mothers and children and those caring for them. Adults would then be free to do whatever they want and not bother worrying about marriage and family.
Corporations would do this because it would save them money, because they could create and raise smart children more efficiently than traditional families. They would pay no taxes, and regular workers (not related to the family stuff) would have lower salaries because they would not have a family to support.
Tough for a politician to do this with public funds- but a wealthy individual could do it, and its dissapointing none have already. I absolutely would if I had billions.
