Its not an obstruction case, at least not primarily. Obstruction is the last line of defense for a Federal investigation. What we're seeing are obstruction charges because they're the best way of jamming up lower level people so they roll.

Mueller might be looking for collusion, but what he's built is team for is a white collar investigation. His work with state AGs tells you everything about his strategy. If Mr. Rogers moved a couple of billion in high end real estate over a twenty year period he would end up being charged with SOMETHING given a sufficiently motivated investigator and our over broad, vague set of federal statutes. Its not about guilt or innocence, its about finding the right mistake to generate a charge. Those cases are hard, but innocent people often panic and lie.
