The problem is that the merit system doesn't measure intrinsic worth or even tangible worth, like hard skills.

It measures worth based on identity and grievances. The darker and dirtier and more illiterate you are, the higher you rank as a qualified immigrant. The more deserving of citizenship you become. The more privileged and protected your class becomes, by virtue of your alleged victimhood.

It should be mandatory to speak, read, and write fluent English before even being allowed to come here for work, let alone citizenship. That would rule out 99% of the non-contributors.
